In the late 1980s, the academic institutions of the University of Milan developed a programme aimed at acquiring new premises for the innovative research activities of the department and expanding the scope of teaching to subject areas not available in the local public institutions.
Through the 1991-93 three-year plan announced by Minister Ruberti, the Ministry of Universities and Scientific Research unveiled plans to separate the university from its more than 40,000 alumni in order to better organize its multi-year development program and ease congestion. The University of Milan was identified as one of the large universities in need of alleviating congestion and was authorized to establish additional university centers in local urban areas.
According to the 1993 budget, Article 3 of Law No. 498 authorizes the Social Security Agency to purchase real estate for rent to universities and public research institutes, using 20 per cent of the funds available in 1993 and 1994.
In September 1993, the city of Milan ruled that the Bicocca area would be the site of the new centre of the University of Milan.
On 10 June 1998, the second University of Milan was established by ministerial decree. The subsequent decree of July 9, 1998 appointed the Steering Committee, which will remain in place until the establishment of the Academic Senate and the Board of Trustees. The third Ministerial decree, issued on 12 March 1999, changed the name of the University to the University of Milanbicocca and changed the composition of the Steering Committee, expanding its membership from 10 to 12, including the President.
The Steering Committee existed until 30 October 1999 and was responsible for carrying out the functions of the Academic Senate and the Board of Directors. Within a year and a half, it was able to meet all the requirements laid down by the decree establishing the University and to organize the election of the rector and the Board of Trustees.
On November 1, 1999, the current academic institution was introduced.
On October 12, 2000, the election of the Comprehensive Academic Senate was announced, following detailed discussions prior to the formulation of the statutes of the University, which was approved by Rector’s Decree No. 06243 on June 11, 2003 and published in the Official Gazette on July 2, 2003.
